Makawao, Pukalani, Kula and Hailemaile are considered "Upcountry Maui". This area is situated roughly 2500ft above sea level, right in the center of the island at the base of Haleakala. The climate here is much cooler and the views are absolutely breathtaking. Looking down from most of upcountry, you will be able the see both north and south facing shores of Maui - along with the views of Kahoolawe and Molokini in certain areas.
